I know we've all talked this one to death in the past, but perhaps there was further discussion on this in my absence. If that's the case, I'd like to hear what you all have to say about it. Here's my take on it: I do not believe that the One is a control measure for Zion. I believe it's the other way around. I believe that Zion exists because the Architect ALLOWS it to exist. The One (the integral anomaly), however, exists whether the Architect wants it to or not. It is the integral anomaly that the Architect is trying to get rid of, not Zion.
Zion presents no threat to the Machines, since they could wipe it out whenever they wanted to. They know exactly where it is from the moment that reconstruction begins on it by the 23 individuals selected by the One. They then pretend not to know where it is until the next One is found and in the meantime send their agents on wild goose chases for things they don't even need. Agent Smith was looking for the access codes to Zion in the first Matrix movie, something they didn't even use during their blitzkrieg attack on Zion when the time was right. All of this is to give the IMPRESSION that Zion is somehow free from the Machines, when in fact it is just a control measure.
Don't be confused by the fact that Neo says at the end of Matrix Reloaded that it is the One who is just another control measure. This does not contradict my theory. The reason for this is that you have to separate the concepts of the One from the integral anomaly. Both concepts describe the same person, but each has its own baggage.
INTEGRAL ANOMALY
The technical term describing the person who carries the code created by the accumulation of all the people who subconsciously rejected the Matrix.
THE ONE
The title given to that same person, but with connotations of a returning Messiah who will set humanity free from the Matrix.
The integral anomaly is what Neo IS, while the One is the TITLE given to him. And that title was created by the Oracle, not humans. The role of the One is the control measure for the problem of the integral anomaly. So basically the person of Neo contains both the problem AND the solution.
But to give a foundation for the control measure of the concept of a One, a Zion is necessary. Therefore, the Architect and the Oracle agreed to make a way for humans to escape the Matrix and build one. Remember, humans do NOT have the ability to escape from the Matrix just because they've subconsciously rejected it. Less than 1% of the population rejects the Matrix subconsciously, but less than 1% of THAT 1% ever make it out. At the beginning of the first movie, Neo had subconsciously rejected it, yet he was still just as plugged into the Matrix as before. Not only that, but if it wasn't for Morpheus and Trinity, he'd still be plugged into the Matrix. As you can see, for anyone to escape the Matrix, they require HELP FROM THE OUTSIDE. And that does not occur unless the Machines ALLOW it. So Zion is most definitely a control measure that works in conjunction with the role of the One to take care of the problem of the integral anomaly--the thing that the Architect has thus far been unable to eliminate.
