»Are certain Exiles necessary Evils, unlike the Keymaker?«

I was just reading the 'Who is Merv...?" post and it sort of seeping in to my brain box that certain Exiles are allowed to belong in the Matrix (breaking the programs main rule), whilst others (a'la The Keymaker as observed in M:2 on the lorry) are not placed the safe list.

Do you think this is part of the O&A's doing realising who can be used to an advantage no matter what price they may pay along the way?

I don't think the Keymaker was an exile before Reloaded.His purpose was to make tha special key and give it to the One.

I don't know about the Architect but maybe the Oracle knew it.

The Keymaker, seems to be very necessary, just like Merv. Both are reoccuring players in the Path of the One. They serve the Machines' purposes for routing the integral anamoly along the Path. So both are necessary (and not necessarily evil, either).
