THe reason neo can see all the the golden stuff is becaus ehe is attuned to it; its electromagnetic field variation (just done this in my physics class )
He is naturally attuned to it because he is part machine (or wholly machine...or human with code in him, whatever), the point is because he can feel the source he must be able to detect it, but he can visualise it because a) he is blind B) he knows about the matix, so his mind is detecting the variations (or reading them from the source), and reading them as visual markers because thats the easiest way for him to understand them.

i think it is to symbolise his nature, cause gold is supposed to symbolise power, or godliness or summat....
