Think aboot it, Smith could easily have come before Neo. In Reloaded when he walks into the place where Neo and the Oracle are talking he says "It's happening just like before" or something like that, which means he was there talking to the Oracle before, AND that's how he knew where to find Neo by thinking back on what he had done. I could be completely wrong and there's probably an explanation... but tell me wot you think anyway!

Heres what I think, you ARE completely wrong!

Basically. If you hadn't gathered from the former Agent, Smith's speech in The Matrix: Reloaded, there is a link between both Neo and Smith. However, Smith isn't the one. He has merely picked up some code from Neo during their fusion/Agent Smith's destruction in The Matrix. This could include anomaly code, providing Smith with powers inherent of 'The One', which as most have noticed he utilizes in The Matrix: Revolutions ie. flying. .
