»ETM decoding... is it important at all?«

There's a part of the Hacking section of Enter the Matrix where you can access the program "Decode" and when you put in a code something will come up saying "access granted".

I've tried like all of them, but it doesn't seem to do anything. I am I just missing something or is this option just to play around with?

Oh, and in answer to your question, I'm not completely sure what an IP address is, (since I've never been a moderator on a forum before) but from being on many forums, an IP adress supposedly allows them to see what computer you're using or something... so when they ban someone form the forums, banning their IP address stops the banned person from joining again with a new username.

Static is when you always appear with the same ip-address.

Dynamic is when your provider assigns different ip-addresses to you when you log on. With some providers this means you can still hold the same ip-address if you log into the internet regulary.

Moderators can see someone's ip but we cannot ban it.

I am not sure if the administrator can ban ip-addresses too, but we could recognize you on the base of your ip-address; even if you use another nickname.

But let's hope that all of this bullshit is not neccesary and that we can be all kind towards each other. Jokes are still welcome though!

OOOHH ok, on some forums I go to, some mods and admins can ban the ip address as well if the banned person comes back with a different username and same ip address. But hopefully Splinter will be ok now. Seems he's been calmer the past 2 days.
