Mabey the machines needed to build a program to protect the oracle, but they needed a better language to distribe what he had to do. So, instead of updating the WHOLE matrix to this new code (which would probably mess alot of stuff up for example programs getting to powerful and the ONE getting amazly powerful) they built a plug-in or dll or whatever that could use a whole new set of commands, so that Saraph can fight almost to the level Neo can.
