I have been thinking...

Smith's clothing somewhat tells us that he still serves the rational system.

I mean:
He has got rid of the earpiece and his suit has changed (black, while the other agents have more dark-green-gray).

But since he is free, why wouldn't he get rid of the tight necktie too? Losen up more, become more hip?
Wear a cool outfit like the Merovingian for instance.

I think this proofs us that he is still being used as a stooge for the system; looking like the formal, rational an bureaucratic bastard that he is. Even his evil laugh is very stiff like a dull pencil pusher.

So what I am trying to say here is: he is free in some form, but his basic parameters as a program still force him to somewhat serve the system.

Maybe he likes being a dork or perhaps he's being wearing that outfit for 20 years or more and got attached to it.

In all honesty there is no way to answer why he is still wearing the same outfit. But his glasses changed so he is a little different.

Yes I know that he says himself that he is NOT really free.

But that is his personal expression of his burden.
Neo is not free, because his has to carry the burden of the savior.
Smith is not free because he is a program. He is determined by his parameters. Rama-Kandra says it: Rama goes back to serve the machine-world because that is his karma, his basic set of parameters.
"Karma is a word. It is again the connection that the word implies". What he basically says is that he is a free AI-entity, but in the end he is always bound to his basic parameters as a program.

When Smith would have returned to the Source, he would not have died. He would still be part of the huge collective AI-consiousness. He would have probably re-incarnated as a new program (just as 'Neo' has symbolically re-incarnated six times).

What Smith means is that he can only be free when EVERYTHING is destroyed. If in the end the Source would be destroyed, Smith would be totally destroyed too: finally total rest, totally free from the burden of programmed slavery.

Smith says in the hallway: "I want what you want, I want everything!"

Since Smith is the negative opposite of Neo and since we know that Smith wants everything to be destroyed, we can easily assume that Neo wants everything to be saved.
The funny part is that Neo doesn't understand this untill he visits Mobil Ave.
But Neo indeed saves all in the end! He saves the Matrix, he saves the machine-world and he saves Zion.

Another thought just came into my mind about Neo and Smith being true opposites in this matter:

Smith only focusses on the end of his path. He has an ignorant and tunneled vision. He does not take notice of other factors on his path.
Neo however has no real vison at all. He doesn't know the end of his path, while he is open minded to all the factors that he encounters on his path.

My point about Smith's clothing is that he doesn't realize that the system wants him to act like he acts. Smith is the anti-variable for Neo and that is all he will ever be.
Smith is too ignorant to realize that his deep parameters are forcing him to go up against Neo. Smith thinks he is fighting for his personal freedom, but he is not.

Rama-Kandra recognizes his karma, his basic parameters. So how come Smith doesn't recognize them? This is because he is blinded by pure frustration against humans. Frustration is one of the biggest obstacles to redemption.

His clothing tells us that he is still serving the rational system: he looks like a stiff bureaucrat and that's exactly what the Matrix-system loves: just act out your purpose and don't ask any questions! Just like a stiff office-clerk who worships his ugly boss without any spiritual dimension.
