»Why did Neo never become an agent?«

In the original Matrix (film number one) before Neo is freed by Morpheus etc, why is it that he is never transformed into an agent when he sees Trinity, Morpheus and other pirates of the Matrix. Before he was freed, Neo was part of the system just like everyone else and everyone had the potential to be an agent. Ordinary people of the Matrix are transformed into agents when they see Neo, Trinity, Morpheus etc as the agents are hunting them. This is because they are connected to the system and hence can be made into agents when they see rogues, but why does Neo not transform into an agent when he meets Trinity, or when he meets Morpheus? Something that has just been puzzling me.

This scenario of becoming an agent actually happens to the Detective in the (short) film A Detective Story in the Animatrix. Watch it and see if you get any answers there.

At one point in the 1st matrix film, Trinity & Co actually anticipate the risk of Neo becoming an agent before de-bugging him, which was why Switch raised the gun at him in the car.

Generally, it seems that the blip appeared on the agents' "radar screen" when some human reacted to some hair-raising experience. Like the homeless old man seeing someone disappear in thin air, for example. As long as Neo is calm, the Agents wouldn't be able to pinpoint him, unless they could track him through the bug they implanted in him.

There are a lot of dream levels going on in the beginning of the film. Like when the agents bug him in his dream. Could the dream levels be another way of disappearing from "the radar"? Trinity said something like "We believe that you are bugged" to Neo.
