The "child" is not the next one

I've heard some theories that this "child" that was given in exchange for the Oracle's deletion codes would be the next "One" if the matrix "reloaded" but I don't think so.
1. There are never two "ones" at once, first the one has to select 23 people and have the prime program reinserted, then after they die then the oracle prophecises the one's return, seing as how there is a one hundred year period between each "reload"(from what I can gather), this child would have to be over 100 years old by the time she becomes the one.
2. If the Matrix did reload for a 6th time, then the events of Revolutions would have never happend, the 23 people that the one selects are the only people that live, and since Neo wouldn't have met this child, he wouldn't have chosen her.
Even though I haven't heard anyone suggest the "child is the next one" theory on this forum persay, I've heard it been suggested on other matrix forums.
