no, the Oracle isn't God either. being able to see the future makes you no less of a puppet of fate or destiny than anyone else. it just makes you a puppet that can see the strings.

The architect and the orical are one side of the same coin. the arictecet believes himself to be a god like fugure. but in turn he i just another program inside the matrix.

if you remember what the orical said to neo , whilst sitting on the bench in the courtyard

orical "what do men with power really want...More power."

but whilst saying that he as his name for a reason, he in part created the matrix, shaped it, designed it, so in a scence he is somewhat like god, creating a world from nothing.
