If the Merovingian is a previous One, why was he surprised when Neo stopped the bullets of his henchmen in Reloaded. Shouldn't he have had the same ability when he was the One?

Yes, I agree, Merovingian is not a previous One.

However, he is NOT impressed by Neo stopping bullets, he condescendingly says "so, you have some skill" as if to say, big whoop, no matter, we'll still get you.

I think that the Mero was really surprised. Also his reaction after Neo beat his men:
Merovingian: "Damn it, woman, you will be the end of me."

I think maybe Neo is the strongest of all Ones.
