»Evidence for Neo not being human«

I feel I must have missed some glaringly obvious points but I've never figured out why the Architect tells Neo that he, like the other anomolies before him, have been predisposed to feel love, albeit for the others in a far more general way. From M1 I got the impression humans were just slaves born into the bondage of the matrix but still existing with an element of some free will in it. Does the Architect mean to tell Neo that all humans are programmed within the matrix to certain roles and that he created the anomally by exagerating Neo's capacity for love? If so what does that say for the rest of the human race, surely we're no different to the matrix programmes; open to instruction from the Architect, therefore not human at all?
I guess my point is, did the Architect creat Neo, or was he the emurgent anomally he is claimed to be? If so, it's pretty clear-cut if he is human or not.
