because of tanks 100% human statement, and the fact that zion inhabitants have no plugs, we have assumed that the humans in the matrix are different somehow from those in zion.

but according to the architect, the people in zion are solely from the matrix(23 individuals blah blah). therefore the people of zion ARE DESCENDED FROM POD BORN HUMANS! and they dont have plugs. so this means that the plugs must be simply external modifications which are not inheritable/passed from generation to generation.

of course, this does not exclude 'alterations of the consciousness' or modifications like those mentioned in 'goliath' of the matrix comics (MUST-READ STORY). but most probably(not necessarily) zion inhabitants would also have these.

Keep in mind also , there may be some survivors after the attack of Zion. So 23 selected humans + survivors to rebuild Zion.
