It's possible that the Architect influenced the early (pre becoming the One) lives of each 'anomaly', perhaps with subliminal messages all around them that only they could see/hear. People can be made to believe certain things (that are not necessarily true) through repeated affirmations (in the One's case, "..a profound attachment to the rest of your species"). So I guess, you could say that in a way they (the anomalies) were 'designed' for their purpose.
