The Greek goddess Persephone was the daughter of Demeter, goddess of the harvest and fertility. With her mother, Persephone brought beautiful flowers into the world and so forth. However, one day she accidentally stumbled into the Underworld, and was tricked by Hades (god of the dead) into eating six seeds from a fruit.
Now, some kind of divine law stated that anyone who ate even a morsel of the food of the underworld had to remain there forever. When Demeter heard of her daughter's imprisonment, she went to Hades and pleaded for Persephone's release. In the end, Hades decreed that Persephone could return to the surface world only if she agreed to return to him for 6 months out of the year - one month for every seed eaten.
In the cinematic from whence that lovely picture came, Niobe bursts in on Persephone, who says something to the effect of "You ruined it... a new spring". This relates back to the myth of Persephone (which helped explain the changes of the seasons - six months of growth and life, followed by six months of death and cold). In the Strategy Guide, it goes further to say that Persephone must spend at least six months of each year in her husband's Chateau.
Now, what I think this means for the Merovingian's marriage to Persephone is this: Being the lord of the underworld, the Merovingian was always surrounded by Exiles. Of course, most of these were unsavory sorts. Guard programs, people like Flood. Not someone you could share much of a life with. And then, one day, along came Persephone.
For those who have done Pandora's box, it is known that Dame White replaced Persephone in doing... whatever she does. That is all we know of Persephone's former task as a program. However, it is likely that having been cast from her place, her love of life caused her to turn from the source and seek shelter with the Merovingian, who in turn grew to love her.
At that point, she must have made a deal with him, symbolically eating the fruit of the underworld, as he confined her to her present circumstances.
