Computers still cannot handle the many simultations computations required to process the rendering of the myriad objects/polygons that define the texture of surfaces to make them seem life-like, so they used smoothed textures, like covering the whole thing with just one smooth surface, so that the computers' processors can keep up with the animation/rendering of the images.
The end effect is a plastic-like to clay-like appearance of the surfaces. Human skin then looks like the outer surface of a plastic doll, or stop-motion clay figure.
About the matrix being all about being unable to distinguish what's real--I TAKE IT BACK.
I just remembered that scenes shot in the matrix have a greenish tint, while scenes featuring the real world have a more bluish tint.
