There is a double meaning in the name "Revolutions". There is the human revolution, the war. And the Revolutions of the Matrix as it completes its cycles (it is now on its seventh cycle). There is no need to assume that the Machines are having a civil war in order to justify the name.

(rubs hands in anticipation). There we have it! All the exiles have to do is to form an alliance with the programs, both groups figure out how to get the programs placed into the real world where they could somehow wreak a mole-like havoc on the unsuspecting machines.
