Smith vs. The One in previous Matrix version

OK. It seems fairly well established that there have been several other versions of the Matrix. The first two were failures. Then there were the "successful" Matrix versions that the Oracle helped create.
A side-effect of the Oracle enhanced versions is that they produce a human that can alter the Matrix -- the One. This being a function of the equation of the Martix code being unbalanced. To rebalance the equation governing the Matrix, the One must do certain things resulting in being reinserted in the code and restarting the whole process.
Neo is the One. And Smith is a sort of anti-Neo. This is especially true in Revolutions when both have become extremely powerful. It has been suggested that Neo can be seen as a (+1), Smith as a (-1), and they cancel each other out (0).
So, is there always a rougue Agent as a counter to the One? Did this sort of thing happen in previous Matrix versions? Was Smith a problem like this in other Martix versions or just the version where Neo became the One?
Smith is able to copy himself right at the begining of M2. So his weirdness isn't a result of Neo's choice at he end of M2. Which was what really set Neo apart from the previous Ones. Or perhaps the Smith problem was unique because of the way Neo "kiled" him at the end of M1.
