The women in the red dress's arm can be seen when tomas anderson (still trapped inside the matrix) is being houled out into a car by a couple of agents, if you see it in slow-mo, you can see the women in the red dress's arm then it will change to a camera angle in witch you are looking at the car mirror reflecting neo being hauled into the car, in this seen you cant see her but the NEXT camera angle (still in slow-mo) you can actually see her face!

that is a woman in a red coat, not the woman in the red dress

Maybe the woman in red dress or coat or whatever is a spy program which the Neb crew has inserted inside the Matrix? So this is how they know Neo was caught?

Notice that most people in the Matrix wear black, gray or otherwise bland colors.

Also, Switch of the Neb crew is the only one not in black.

Trinity sees Neo being pushed into the agents' car from the rear-view mirror on her motorcycle. That's the simple and obvious reason they know Neo is caught.

The woman in the red dress CAN be seen again on the centerfold Mouse smuggles into the Matrix to occupy his time while he guards the hard line. But that's the only other time we see her.
